This old packed earth and brick wall is a square about 150 meters on each side. It is located in a village west of the Yungang caves on the road to the old Ming Great Wall remains. We asked a farmer what it was and the reply was that it was a fort built by the Japanese during the Japan-China War. Searching further i found this large gate and the villagers here said it is the remains of a Tang Dynasty fort. Perhaps it was both a Tang fort and then reused as a fort by the Japanese army in the 1930's.
