Panaji is delightful small town. Spent seven days here in early January 2007 and did not tire of it. The Mayfair hotel, with local restaurants nearby, is a pleasant place to stay, not so packed with non Indian tourists as the section of town by the Panjim Inn. But if you tire of Indian breakfasts the Panjim Inn is a good place to go. The best seafood restaurant in town is the un-poetically named Classic.
